Latvia is one of the least known Eastern European countries processing international adoptions. Like Estonia, Latvia is a former Soviet state. It is located on the Baltic Sea, and borders such countries as Russia, Estonia, Belarus, and Lithuania. It is southeast, across the Baltic Sea from Finland. Children with Down syndrome are available from 8 months to 16 years old. Most are Caucasian and Scandinavian-looking, with blonde hair and blue eyes. Depending on the region, children speak Latvian and sometimes Russian as well.
Available children are grouped by the orphanage they reside in. This makes it possible for families to adopt more than one unrelated child in a single adoption trip.

Andrejs, # 58 Born March 22, 2004 4 years old SIGNIFICANT RISK, PLEASE ADOPT ME SOON!! This precious little boy has platinum blonde hair and bright blue eyes. He is just SO cute!! He is described as joyful, smiley, and he laughs all the time. He cries very seldom, sleeps very well, and loves to play with his toys. He is doing very well and is a very happy child. He has a twin sister and an older sister, but those children are not available for adoption. He has had the benefit of appropriate medical care, and even benefits from speech therapy!

Olegs, # 22 Boy, 3 1/2 years old Born on August 10, 2004 SIGNIFICANT RISK, PLEASE ADOPT ME SOON!! Olegs is a precious little boy with blue eyes and blonde hair. He is described as emotionally stable and positive. He is calm, and loves affection. He is able to crawl and sit and play with toys. he is making good positive progress, and will respond very well in a loving, family environment with continued therapy. His medical record indicates a microdefect of scrag septum and renal damage.

"Daina", # 53 Girl, 4 1/2 years old Born on September 2, 2003 SIGNIFICANT RISK, PLEASE ADOPT ME SOON!! Daina is a precious little 4 1/2 year old girl with blue eyes and blonde hair. She is a very happy and content little girl. She is active and energetic. She does not have a heart condition, but seems to be allergic to cow's milk.

Janis Boy, 3 1/2 years old Born on August 10th, 2004 SIGNIFICANT RISK, PLEASE ADOPT ME SOON!! This little angel has blue eyes and light (blonde) hair. He is described as emotionally stable, positive, and calm. Janis can crawl and sit, play with toys, but he is not walking independently yet. He is making positive progress with his development. He does have a minor heart condition, as well as some kidney defects. Further information about this child can be requested to determine if any surgeries have been done to correct these problems. The doctor recommends continued cardiac care and early intervention therapy.

He is described as active, kindhearted, and lovable. The doctor recommends continued speech and physical therapy, as well as massage. According to the medical records, Oskars does not have a heart condition or any other significant medical complications.

Teodors (# 62) Boy, 3 1/2 years old Born on December 4th, 2003 SIGNIFICANT RISK, PLEASE ADOPT ME SOON!! Teodor is a gorgeous 3 year old little boy! He has bluish-grey eyes and blonde hair. He is described as very outgoing, friendly, energetic little boy, who is happy most all the time. He shows initiative in communicating with adults and peers, and is emotionally well-balanced and calm. Like any three year old, he knows what "MINE" means! He plays well independently (I love a child who can entertain his self), but he also plays well with other children. They will roll a ball to each other, and try to catch with each other. He is able to walk on his own, and is doing very well with his gross motor skills. He is able to recognize his adult caregivers, makes emotional contact with a known adult, recognizes his name, differentiates intonations, imitates gestures, operates with objects according to their aim (rolls a ball, pushes a car), can build a tower from several blocks, shows interest about new toys, can act determinedly, to attain a result (for example, tries to unfasten shoe cords). Like many children with Down syndrome, he loves things that are repetitious, like shoe strings and things that dangle. At this time, he does not know the names of body parts, but understands simple directives, which are complemented with gestures. He understands the meaning of the word “no”. His language skills are weak, but he does vocalize a lot. He cannot dress himself, but he can eat with assistance.

"Vilis", # 94 Boy, 1 year old Born on June 4th, 2006 Ooh, I love babies!! Little Vilis has grey/blue eyes. He must be bald yet because they didn't list any hair color! He is only 7 months old! Apgar 7/8 points. The cord was wrapped around his neck at birth. He shows several common signs of Down syndrome, including the low tone and space between the large toe and the second toe (I don't know about you, but I love that space! Reece's has the best PIGS!!) There is no mention of any other medical complications in his records.
